It is the critical step that transforms a blank inlay into a meaningful data carrier linked to a specific product, asset, or container.
The Commissioning Process
A typical commissioning workflow consists of three steps executed in rapid succession, often by an RFID printer-encoder:

Encoding: The printer-encoder writes the EPC to the tag's EPC memory bank. For retail products, this is usually an SGTIN-96 encoding following the Tag Data Specification. For assets, it might be a GIAI-96 encoding.

Verification: A read-back operation confirms that the encoded EPC matches the intended value and that the tag responds reliably. Tags that fail verification are marked as defective and the encoding retries on the next label.

Association: The enterprise system records the mapping between the EPC and the product master data (SKU, lot number, serial number, manufacturing date). This association is typically published as an EPCIS ObjectEvent with action OBSERVE and the business step

Commissioning at Scale
In source tagging environments, commissioning happens at the factory packaging line at speeds of 20-60 items per minute per encoder station. The encoding station receives a sequence of EPCs from a serialization system that ensures global uniqueness through GS1 company prefix allocation.
Quality assurance is essential at scale. Common failures include tags damaged during handling (cracked IC), tags detuned by proximity to metal components in the product, and encoding errors from misaligned near-field antennas in the printer station. Production lines should incorporate read-rate verification tunnels downstream of the encoding point.
Commissioning Data Flow
The EPCIS commissioning event contains the EPC, timestamp, location (facility GLN), and business context. This event propagates through the supply chain data infrastructure, enabling downstream partners to resolve the EPC against product master data. For Digital Product Passport compliance, the commissioning event is the first lifecycle entry in the product's digital record.
The reverse of commissioning is decommissioning -- removing the EPC association when the item reaches end of life or the tag is recycled.
